「海嘯高潮防禦中心」是一座附設「防災樓」和「展示樓」的設施，「防災樓」的目的在於對大阪府西大阪治水事務所管轄的防潮堤和閘門等海嘯高潮防禦設施進行一元化管理，而「展示樓」的目的則在於提高府民的防災意識。「展示樓」是一座讓參觀者瞭解有關襲擊過大阪的高潮和據說會在不久的將來襲擊大阪的東南海、南海地震和海嘯的知識，同時還學習地震、海嘯發生時的應對措施的設施。
