I'm from Baltimore, Maryland in the United States. We have a children's museum, which in days gone by was a fish market. Before that it was some type of convention hall......I think? And if i read the plaque right, president Abraham Lincoln made a speech there. I think before he was president. Anyway, out in the back of the museum we had a helium filled balloon with a flat round cage. The center was open. Anyway, this tethered steel cabled balloon gave rides to people. One day the wind blew the balloon off to one side and it got stuck (the cable that is) on some building. The people were trapped, cocked to one side. I wasn't there when it happened. But when they released the balloon and brought the people down, they discontinued the balloon. I never thought this was a good idea to begin with anyway. What are you going to see? Bad neighborhoods with boarded up houses? Oh, in the other direction you can see the Inner harbor and as far as the Francis Scott Key bridge.
