The Flood Control Memorial Tower was built on October 1, 1958 to commemorate the victory of the people in Harbin. It was designed by former Soviet designer Baggis Zjelev and the second generation architect Li Guangyao of Harbin University of Technology. The site of the tower was determined by the then mayor of Harbin, Lv Qien. Harbin Flood Control Victory Memorial Tower is the youngest type of protective building in Harbin since its opening.
