Overall, we enjoyed our stay at the Royal West Indies, but I feel that it's difficult to call it a resort. If you're looking for something basic, this may be a good fit, but if you want to be "wowed" by amenities and service, this is not for you.
Pros:
Friendly staff who were helpful in obtaining taxis, etc.
Well-maintained grounds.
Walking distance to many shops and restaurants, although far for some who may not like to walk or have difficulty walking long distances.
Large rooms with a full-size fridge, closet, etc.
Cons:
As mentioned, this didn't feel like a resort. It felt like a hotel with a restaurant and pool. Other amenities were lacking. Non-motorized sporting equipment consisted of a few kayaks and bikes that were almost always in use. What else makes this a resort? I am not sure.
I can't speak to the quality of the (one) restaurant. We saw a cockroach scurry across the bar on the first day and never actually ate there.
